Gurun 1,200MW CCGT — Access Road Works by DERUMANN
PROJECT NOTE · CIVIL & TEMPORARY WORKS
A short note on the temporary road, drainage, street lighting and distribution works serving the 1,200MW combined-cycle gas power plant in Gurun, Kuala Muda, Kedah, Malaysia. DERUMANN supports the engineering design and site coordination of these access road works, helping keep the different disciplines aligned.
Location: Gurun, Kuala Muda, Kedah
Duration: 6 Months
Site: 1,200MW CCGT Plant
Package: Access Road & Temporary Works
BACKGROUND
The Gurun plant is a 1,200MW multi-shaft combined-cycle unit developed under Malaysia’s 2021–2039 Power Development Plan, led by a consortium that includes a Chinese state-owned enterprise (SOE). Before the main works can take shape, the site needs a working face: a road capable of carrying people, heavy equipment and materials, together with drainage, lighting and a temporary power feeder running along the same route. The access road is therefore not a finishing item but the first deliverable of the temporary works programme, six months in total, with the road, drainage, lighting and power advancing in parallel rather than in sequence.
SCHEDULE
Month 1: Mobilisation and site set-up. Survey and control network checks, assessment of the existing road capacity, quarry and graded aggregate sourcing and approval, plus submission of the monsoon working method and erosion & sediment control (ESC) plan. Topsoil and tree roots are cleared; locally some 3m of plastic silty clay is handled by cut and fill, air-drying or light compaction at optimum moisture, so a dry working platform exists before the road formation is excavated.
Month 3: The road itself takes shape. Formation excavation and trimming, compacted in layers per JKR requirements, with the cross-fall and longitudinal drainage gradient formed at the same time. Crushed rock sub-base and subgrade follow, then levels and surface regularity are verified. The main hauling route for heavy equipment and materials is completed within this window so later packages are not delayed by access.
Month 5: Surfacing and fitments. Asphalt concrete laid and compacted, after an SS-1K cationic slow-setting prime coat at 0.5–1.0 L/m², applied in dry, warm conditions and cured for at least 24 hours. Kerbs, side drains, gullies and manholes, road markings and temporary traffic signs are fixed in place, and crossings of the water, sewer and river pipelines are backfilled and made good.
Month 6: Completion and handover. Light pole foundations and luminaires installed, cables laid, lighting distribution boards and controls commissioned; full inspection of maintained illuminance, earth resistance, insulation and continuity, and drainage flow, then overall acceptance, record handover, and the route released to the main works.
WHAT DERUMANN DOES HERE
DERUMANN is involved in the engineering design and site co-ordination of these works, supporting the client through the interface between disciplines. The shared site rule across all four systems is “drainage before formation, underground before overhead, deep before shallow”: side drains and catchwater drains are finished before the road formation, and cabling proceeds together with the road sub-base so the finished pavement is never opened up again.
DERUMANN’s engineering design and site co-ordination keep that sequence credible when several trades are working in the same corridor at once, and the simple controls below cover most of the site’s risk.
Monsoon Apr–May and Sep–Nov: Half-width and alternate-half construction; cover before rain, pump out after; pumps and sandbags kept on standby.
Soft ground, 3m of silty clay: Cut-and-fill combined with air-drying and light compaction, with graded aggregate stabilisation where needed.
Interfaces, 4 systems: One consolidated services sequence drawing; surfacing placed last, finished pavement protected.
Materials, local sourcing: Dual sourcing, advance stockpiling, off-peak haulage and forward dumps to relieve the narrow existing road.
Quality, per section: Compaction, deflection, illuminance, earth resistance and drainage flow measured and recorded section by section.
