Chao Chang Wang Water Plant in Phnom Penh, Cambodia: DPG’s Role in the 65,000 m³/Day Water Project
The Chao Chang Wang Water Plant is located in Choung Chanh Vor District, Phnom Penh, Cambodia. It is a key livelihood project under the Phnom Penh Water Supply Authority (PPWSA). With a designed capacity of 65,000 m³/day, the plant draws raw water from the Mekong River and employs a novel integrated water purification system, complemented by high-efficiency inclined plate/tube sedimentation, V-shaped filter bed filtration, and plant-wide automated control processes to purify the raw water into compliant tap water, supplying the capital and surrounding communities.
Under the regulatory framework of Cambodia’s Ministry of Industry, Science, Technology & Innovation (MISTI), the General Department of Potable Water (GDWAT) is responsible for formulating technical standards for clean water systems and the “Climate Resilient Water Safety Plan.” PPWSA is also advancing Variable Frequency Drive (VFD) systems and SCADA smart monitoring to reduce Non-Revenue Water (NRW) and enhance system resilience. The Chao Chang Wang Water Plant is a critical node in this transformation.
DPG’s Collaborative Role as Technology Provider and Compliance Advisor
DeruMann Plantagenet GmbH (DPG) is a German investment and development institution specializing in renewable energy and sustainable infrastructure. Its business covers photovoltaics, power grids, water conservancy, and large-scale engineering construction. It maintains long-term collaboration with top-tier Chinese EPCs and has established mature cooperation frameworks with grid operators, energy companies, and government agencies in Europe.
In the Chao Chang Wang Water Plant project, DPG provides threefold professional support:
1. Green and Low-Carbon Energy Technology Solution Provider
The automated control system of the water plant and core process links such as V-shaped filter beds and inclined tube/plate sedimentation require stable power support. This ensures the reliability of the plant’s green and low-carbon upgrade from the equipment source.
2. Automation and Smart Water Technology Compliance Advisor
In response to the automated control processes adopted by the Chao Chang Wang Water Plant, DPG leverages the technical capabilities of its European project design team to provide compliance advice on electrical system design and automation architecture.
Combining the technical specifications of local Cambodian MISTI/GDWAT and the requirements of the “Climate Resilient Water Safety Plan,” DPG assists the project party in aligning with the dual framework of “European standards + local compliance” at the equipment selection stage, and reserves technical interfaces for the integration of the SCADA smart monitoring system.
3. Participant in Global Supply Chain and Standards Alignment
As an experienced project intermediary and supplier, DPG assists the water plant owner in connecting with mainstream Chinese EPC resources and provides supply chain consulting services in the procurement of critical equipment such as pump units, valves, variable frequency drive systems, and automation instruments.
At the same time, DPG’s local compliance experience in Environmental Impact Assessment (EIA), land classification, waste management, and safety regulations can provide PPWSA with cross-jurisdictional compliance adaptation advice, ensuring the smooth progress of the project under the Cambodian legal framework.
